Flagstaff, AZ Soliciting & Door-to-Door: No-Knock Registry (2026)

City Code § 3-01-001-0010, titled SOLICITATION PROHIBITED, makes it unlawful for any person 'in the course of business' to ring the doorbell or knock at any building under two conditions: first, where a sign bearing the words 'no peddlers,' 'no solicitors' or similar wording is posted for public view, and second, before 8:00 a.m. or after 8:00 p.m., regardless of any sign. The rule sits in Chapter 3-01, the same chapter that defines 'Solicitor' as a person who goes uninvited from residence to residence, or to a single residence, offering to sell a service or tangible personal property, and 'Peddler' as someone using the public right-of-way to sell goods carried on their person or a bicycle, wagon, pushcart or vehicle.

Because § 3-01-001-0010 applies to any person acting 'in the course of business,' both peddlers and solicitors who are otherwise licensed under § 3-01-001-0002 remain bound by the sign and hours restriction; a business license does not override a posted no-solicitation sign or the 8:00 p.m. cutoff. Enforcement runs through § 3-01-001-0013: a City code enforcement officer or a state-certified peace officer can issue a written warning or citation, each day a violation continues can count as a separate offense, and the violation is a petty offense.

The same enforcement section lets the City pursue license denial, revocation or suspension under § 3-01-001-0011 against a licensed solicitor or peddler who is cited for ignoring a posted sign or the curfew hours, since any violation of the chapter is grounds for that action.
