City Code § 3-01-001-0001 defines a 'Solicitor' as a person who goes uninvited from residence to residence, or to just one residence, offering to sell a service or any tangible personal property, and a 'Peddler' as someone who uses the public right-of-way to travel about selling tangible personal property carried on their person, bicycle, wagon, pushcart or vehicle; both are 'transient merchants.' Under § 3-01-001-0002, a person must obtain a business license and pay the annual fee before engaging in any business in the City, and a single license can cover a transient merchant's activity if the City approves the specific dates, times and areas of business.

Section 3-01-001-0005 adds a transient-merchant-specific requirement: at least one business day before starting, the merchant must submit the specific days and locations where the activity will take place, and the resulting approval references the license number and must be carried along with a photo ID of the license holder. The License Administrator, designated by the City Manager, processes applications on a City form under § 3-01-001-0004 that requires the applicant's name, business location, a description of goods or services, contact information, a lawful-presence eligibility form, and disclosure of any criminal conviction other than a petty offense within the past five years.

Exemptions under § 3-01-001-0003 cover casual, isolated sales, employees delivering goods for an already-licensed business, and several categories licensed separately by the City or State, but door-to-door solicitors and peddlers do not fall into any of those carve-outs. A license runs for one year from the first day of the month the person starts operating, is nontransferable, and must be displayed or, for transient activity, carried and shown on request to City staff, police, or any citizen under § 3-01-001-0008.
