Section 8.13.030(A)(1) draws a 15-foot buffer around seven categories of location where solicitation is unlawful: automated teller machines, building entrances (unless the solicitor has the owner's or occupant's permission), exterior public pay telephones, self-service car washes, self-service fuel pumps, public transportation stops, and parked vehicles as their occupants enter or exit. Subsection (B) specifies that the 15 feet is measured in a straight line from the solicitation to the nearest part of the protected feature, ignoring any intervening structures. Subsection (A)(2) adds three time- and place-based bans that apply without regard to distance: soliciting after sunset or before sunrise, soliciting inside any public transportation facility or vehicle, and approaching the operator or occupant of a vehicle on a public roadway except to summon emergency aid.

The chapter's stated purpose, in § 8.13.010, is to protect residents from the fear and intimidation that can accompany certain solicitation while still preserving venues for constitutionally protected activity, and § 8.13.020 defines 'solicit' to mean asking, orally or in writing, for an immediate contribution, alms, charity, gift or item of value. Because the restrictions turn on location and hour rather than a resident opting out door-to-door, there is no city-run do-not-solicit registry; a resident who wants to stop door-to-door approaches instead relies on posted no-trespassing or no-soliciting signage enforceable under the city's general trespass provisions.
