Lake Elsinore, CA Soliciting & Door-to-Door: Solicitor Permits (2026)

LEMC § 5.32.020 makes it unlawful for any person, as owner, agent or operator, to engage in the business of peddler, solicitor or mobile vendor without first securing a license from the City. Applicants must supply identifying information, a description of goods sold, prior selling activity for the past five years, employer credentials if applicable, photographs of the applicant and any vehicle, any criminal or ordinance-violation history, and a physician's statement that the applicant is free of contagious disease, per § 5.32.030. Section 5.32.050 requires the local law enforcement agency to investigate the applicant's business and moral character before a license issues, and § 5.32.070 sets the license term at one year unless suspended or revoked.

Section 5.32.080 bars practicing the business between a half hour after sunset and a half hour before sunrise. Section 5.32.090 forbids ringing a bell or knocking where a 'no peddlers' sign is posted. Section 5.32.100 adds field restrictions: no sales in a public street or parkway without a special permit from the City Manager, no vehicle noise device audible above 60 decibels, no vending on streets with speed limits over 30 mph, and no vending within two-tenths of a mile of a school during the hour before or after the school day. This chapter expressly does not apply to sidewalk vendors, who are separately licensed under Chapter 5.31, per § 5.32.015.
