Westfield, IN Soliciting & Door-to-Door: No-Knock Registry (2026)

Under Sec. 46-1, Westfield City Services keeps a supply of "No Soliciting" stickers, decals and signs for free distribution to any resident who asks, and the same signs can be downloaded from the city's website. Sec. 46-23(b) then binds every door-to-door vendor, employee and agent to two separate protections: they cannot approach a home displaying a No Soliciting sticker, decal or sign, and they cannot approach any home registered on the City of Westfield's online No Solicitation List. Sec. 46-23(c) puts the burden on vendors to check that list themselves and treat every listed address as though a visible sign were posted.

Sec. 46-23(d) narrows the clock further for everyone else: door-to-door solicitation is only lawful between 10:00 a.m. and dusk local time, regardless of signage. Enforcement runs through the Westfield Police Department under Sec. 46-2, which is directed to respond promptly to any resident's call once a trespass has occurred on private property after a sign or other notification warned the solicitor off. Some canvassers are statutorily exempt from the underlying license requirement (political speech, religious speech, IRS-exempt charitable sales, and anyone federally or state-exempt from local licensing under Sec.

46-3), but exempt status does not excuse ignoring a posted sign or the No Solicitation List, since Sec. 46-23 applies to "vendor's employees and agents" broadly and exempt canvassers must still follow the city's established hours and restrictions.
