Westfield, IN Soliciting & Door-to-Door: Solicitor Permits (2026)

Sec. 46-21 makes it unlawful for any vendor and its employees or agents to engage in door-to-door soliciting until they comply with the licensing chapter. Sec. 46-22(a) requires the vendor to first obtain a non-transferable license from the Westfield Clerk Treasurer's Office, and Sec. 46-22(b) requires the application to list every employee and agent who will solicit and to attach a limited criminal history from the Indiana State Police for the vendor and each of them. The office issues the license and a non-transferable identification card under Sec.

46-22(c) only after confirming no felony or misdemeanor conviction for dishonesty, fraud, theft or moral turpitude within the past 15 years, and only after the vendor pays the license fee for each covered employee: $15.00 for one day, $25.00 for one week, $125.00 for one month, or $300.00 for one year, plus $1.00 per identification card. Sec. 46-22(d) requires the Clerk Treasurer's Office to approve or deny the application within ten business days. License and ID holders must display the card whenever soliciting and present it to police or any resident on request (Sec.

46-22(e)); a license expires automatically at the end of its one-day, one-week, one-month or one-year term (Sec. 46-22(f)). Revoked or denied applicants may appeal to the Westfield Board of Public Works and Safety within 20 days (Sec. 46-24(c)), or to the Westfield Solicitation Review Board within three days of a revocation notice (Sec. 46-26(a)); fees are never refunded on revocation (Sec. 46-24(d)).
