Laguna Niguel, CA Soliciting & Door-to-Door: Solicitor Permits (2026)

Municipal Code § 5-1-29 makes it unlawful to 'engage in, conduct, manage or carry on' the business of 'business solicitor or canvasser' or 'peddler' within the city without first obtaining a license under Title 5's licensing division. The chief of police is the issuing officer for these licenses under § 5-2-1. An application must go through the general procedures in Division 2: the city council sets the license fee by resolution (§ 5-2-3), the license runs for one year unless the council provides otherwise (§ 5-2-4), and the issuing officer must deny the license if the applicant does not meet the specific requirements, made a false or misleading statement, lacks good moral character (a prior felony conviction creates a presumption against the applicant), is not a fit person to carry on the business, or if the business would be detrimental to public health, morals, or order (§ 5-2-5).

The issuing officer may investigate the applicant before deciding (§ 5-2-6), and a temporary permit of up to 60 days can be issued while the application is pending if denial would cause the applicant hardship (§ 5-2-18). Licensees must display their license to any peace officer on request (§ 5-2-14) and cannot transfer it (§ 5-2-17). Article 10's substantive rule, § 5-3-128, separately makes it unlawful for any peddler, food peddler, business solicitor, or canvasser to make misstatements, engage in deception, or commit fraud in connection with a sale or a solicitation for orders or subscriptions.

A license may be revoked at any time under § 5-2-16 if the business is not conducted lawfully or as described in the application, with an appeal to the city council within 30 days under § 5-2-19.
