Oldham County, KY Soliciting & Door-to-Door: Solicitor Permits (2026)

Oldham County Code § 111.03 makes it unlawful to engage in peddling in the county without a license; licenses run six months and are renewable, and each employee of a peddling business must hold a separate license, on top of any license required by a municipality within the county. Section 111.04 lists what an application to the County Police Department must contain: the applicant's name and local address, height, weight, age, sex, race and Social Security number for a background check, a photocopy of a driver's license or other official photo ID, the proposed peddling activity and goods or services to be sold, a vehicle description and plate if one is used, and the desired duration up to six months, plus consent for the County Chief of Police or a designee to run a background check.

The County Police Department must issue a decision within five business days of filing. A signed license and photo ID must be carried at all times while peddling and shown on request to any citizen or officer; failing to display either is itself a chapter violation. Renewal requires a $25 investigation fee and a $25 license fee; the initial application costs a $50 investigation fee plus a $50 license fee, $100 total, refundable only as to the license-fee portion if denied. The Police Department may waive or reduce fees case by case for charitable organizations, schools and churches.

Denials or restrictions can be appealed in writing to the County Judge-Executive under § 111.06, who serves as or appoints a Hearing Officer. Stationary roadside agricultural stands and charitable organizations are exempt from licensing under § 111.07(C), though stands must still meet county planning and development regulations and stay off public rights-of-way.
