Sec. 10-200 requires anyone conducting a public gathering, for profit, nonprofit, or charitable purposes, to first apply for a permit. The section specifically pulls block parties and any gathering requiring a road closure into that permit requirement regardless of the article's other size-based exemptions. A block party is defined as a social gathering of neighbors living or working near each other that uses part of a public street, and organizers must give written notice posted on the doors of homes and businesses on the affected block, stating the proposed date, time, and location of the party and when the application will go before city council (Sec.

10-200(b)). Applications go to the director of the department of community service, who routes them to the fire department for a building safety letter and the police department for a security recommendation before the mayor and council vote (Sec. 10-200(d)-(g)). A permit fee applies unless the gathering fits one of five fee exemptions, such as charitable or not-for-profit events; the general fee is the greater of 10 percent of anticipated gross income, $2.00 per anticipated attendee, or $200.00 minimum (Sec. 10-200(h)).
