Chapter 12.24, Temporary Street Closures, applies under the authority of Vehicle Code § 21101 whenever a closure is needed for the safety of people using the street for a celebration, block party, street dance, local special event, or other purpose. Section 12.24.020 makes it unlawful to close any portion of a public street or alley to vehicular or pedestrian traffic for these purposes without first obtaining a permit from the Director of Public Services, and it is separately unlawful to violate any term of an issued permit or interfere with a closure's orderly conduct.

Section 12.24.030 requires the application to name every sponsoring person or organization, the closure dates, blocks or intersections, estimated attendance, whether parking will be restricted, whether sound amplification will be used, and whether sales or solicitation will occur. Under § 12.24.040, the application must be filed at least 20 days before the event, and the director must act on it within seven days of receipt; § 12.24.090 lets the director waive that filing deadline for good cause. The director can deny or revoke a permit under § 12.24.050 for reasons including traffic disruption, diversion of police resources, or interference with emergency access, and a denial can be appealed under § 12.24.080 following the Chapter 12.01 procedure.

Permit holders must supply barricades and warning devices and clean up all resulting trash under § 12.24.110, indemnify the city under § 12.24.120, and under § 12.24.130 reimburse the city for unusual or extraordinary costs like barricades, waste receptacles, and city staff overtime; the city can require a deposit toward those costs, capped at one thousand dollars.
