Rocklin, CA Special Events & Permits: Street Fair Rules (2026)

Rocklin Municipal Code Section 17.63.040 requires a special event permit before any special event proceeds, in any zoning district. Section 17.63.030 defines a 'special event, city council review' as one whose impacts on surrounding properties and rights-of-way may be substantial, listing flea markets, athletic events, rodeos, carnivals, festivals, outdoor dances, fairs, and circuses as examples. Lower-impact uses such as Christmas tree sales, pumpkin sales, arts and crafts exhibitions, and sidewalk or parking lot sales instead qualify for administrative review under Section 17.63.020. Garage sales, wedding receptions, car washes, and events the planning director finds have no impact on surrounding property are exempt entirely under Section 17.63.010.

An application under Section 17.63.050 must include a site description, the current council fee, written property owner authorization, the mailing addresses of owners within three hundred feet of the site, and a written explanation of the event's nature and duration. Section 17.63.060 lists thirteen review factors the planning director weighs to classify the event, including parking, frequency, nuisance issues, circulation, public safety, lighting, attendance, clean-up, duration, location, signage, and public notice, with the director required to notify the applicant of the classification within five working days.

Administrative-review decisions are issued in writing with findings and are subject to a ten-day appeal period before becoming final; city council review requires a noticed public hearing under Section 17.02.080. Conditions the decision-making body may attach under Section 17.63.090 include placement and height limits on event equipment, restricted hours, noise attenuation, an expiration date, liability insurance, bonding, and a cleaning deposit.
