The same subsection lists other required buffers that can stack with the special-event rule in a busy area, including one hundred feet from another certified farmers' market or swap meet vendor and fifteen feet from an outdoor dining area, so a downtown film shoot near restaurants can trigger more than one distance restriction for a vendor to check before setting up.
