Section 12.20.020 requires anyone seeking a permit under Chapter 12.20 to file an application with the director stating the applicant's name and address; the name and address of the sponsoring person, group or organization; the nature of the proposed activity; the dates, hours and facility requested; an attendance estimate; and any other information the director finds necessary for public health, safety and welfare. Section 12.20.025 sets the standards the director applies: the activity must not unreasonably interfere with the public's enjoyment of the park or with public health, safety and recreation; all conditions, fees and insurance must be met; the activity must not be reasonably anticipated to incite violence, crime or disorderly conduct; it must not require unusual or burdensome expense or security from the department; and the facility must not already be reserved.

Section 12.20.030 bars using a reservable facility without a permit, and Section 12.20.035 requires anyone without one to vacate for a permit holder. Under Section 12.20.045(H), a gathering of more than twenty-five people in a park that is expected to, or does, last more than thirty minutes needs a director's permit even outside a formally reservable facility. Fees are authorized by council resolution under Section 12.20.010(B), citing Government Code Section 50402, and are capped at the cost of providing the service.
