Hutto, TX Special Events & Permits: Parade Permits (2026)

Division 3 of Article 1.07 governs parades, defined at § 1.07.123 as a cooperative event with the city, often involving local partners such as Hutto ISD or the Hutto Area Chamber of Commerce, consisting of an organized procession on a public street or right-of-way that impedes the normal flow of pedestrian or vehicular traffic. Section 1.07.161 makes it unlawful to engage in, participate in, aid, form or start a parade without a parade permit, though funeral processions, supervised school activities and government agencies acting within their function are exempt.

An application must be filed with the police department not less than 30 days and no more than 90 days before the proposed date (§ 1.07.162), pay the fee in the Appendix A fee schedule, and describe the route, assembly area, disbanding area, expected participants, animals, vehicles and floats, and any stages or temporary structures (§ 1.07.163). Parades may run only between 7:00 a.m. and 9:00 p.m. daily. The city manager or designee issues the permit if the standards for issuance in § 1.07.164 are met, covering traffic disruption, diversion of police, fire and EMS resources, and interference with nearby schools in session; § 1.07.167 lets the chief of police deny or revoke a permit for false statements, unpaid prior fees, or a prior revocation within twelve months.

A denial can be appealed to the city council after the chief of police or designee responds in writing stating the reasons within three days of the decision (§ 1.07.168).
