Hutto, TX Special Events & Permits: Block Party Permits (2026)

Division 4 of Article 1.07 defines a block party at § 1.07.201 as a festive gathering on a local residential street that closes the street, or a portion of it, to vehicular traffic for activities such as barbecues, picnics, music or games, and requires a street closure permit issued by the director, defined as the chief of police or designee. Section 1.07.231 makes it unlawful to conduct a block party without first obtaining that permit. The application, filed with the director at least 15 days before the desired closure, must name the street, the requesting party's contact information, and the requested date and time, and block parties may run only between 9:00 a.m. and 10:00 p.m. (§ 1.07.232(c)).

The applicant must also submit a petition signed by 75 percent of the adult owners or residents of property abutting the section of street to be closed, with one vote per lot or parcel (§ 1.07.232(d)); the fee is set in the Appendix A schedule but is waived for neighborhood-watch block parties held during the annual National Night Out event. The director acts on a complete application within seven days and may deny it if the closure would significantly disrupt city or emergency services or threaten public safety, with denials appealable to the city council within five days (§ 1.07.234).

A permit cannot exceed six hours, and the same location cannot receive another street closure permit until at least 90 days after the previous one expires (§ 1.07.235); the director, chief of police, or their designees may revoke a permit at any time before or during the event to protect public safety (§ 1.07.236).
