Hutto, TX Special Events & Permits: Street Fair Rules (2026)

The Code of Ordinances defines a "special event" at § 1.07.031 as a planned temporary aggregation of people or attractions, including street fairs, arts and crafts shows, rallies and public entertainments, that is conducted primarily outdoors and either interferes with pedestrian or vehicular traffic or requires special city services such as street closure, barricades, extra police protection or special electrical service. Small market events on private property in Old Town Hutto's transect zones, except OT-3, and events wholly contained on a site with its own certificate of occupancy are exempt under § 1.07.032.

Under § 1.07.081, no person may conduct a special event without first obtaining a special event permit from the city manager. An application must be filed at least 30 days before the event, pay the fee set in the Appendix A fee schedule, and describe the organizer, site plan, parking plan, expected attendance, signage and food service (§§ 1.07.082-1.07.084). The city manager reviews the request against the standards for issuance in § 1.07.085, covering traffic impact, police and fire diversion, and parking adequacy, and may deny or revoke it under § 1.07.086 for false statements, unpaid prior costs, or conflicts with another permitted event or school activities.

Events may run only between 7:00 a.m. and 10:00 p.m. under § 1.07.039, and a permit cannot exceed three days per § 1.07.091. Events on city right-of-way require a $10,000 surety bond, while events fully on private property require a $500 cleanup deposit instead (§ 1.07.089).
