Section 18.02.003 sets the baseline: rental procedures and forms for park facilities and equipment are established by the parks and recreation department, and the fees charged are whatever is listed in the fee schedule at appendix A of the code, not a fixed dollar figure printed in the ordinance itself. A refundable deposit also applies under section 18.02.007, covering damage to equipment or facilities and returned only if the space is left litter-free and equipment is returned intact. For a bigger ask, such as a festival that takes over an entire park or facility and shuts out other public use, section 18.02.008 requires the requester to contact the city manager or a designee directly.

That section requires a written request spelling out the exact location and type of special use, which city staff then evaluates for compatibility with the park or facility before it can be approved; a special-use request is not final until every item city staff raises has been addressed or corrected to the satisfaction of the city manager or designee. Section 18.02.006 layers on a separate requirement for anyone selling goods or services at the event: written permission through a contract, plus a payment to the city of no less than 10% of gross receipts from those sales, though that revenue share does not apply to a large venue on city parkland with a capacity of 5,000 people or more.

Section 18.02.009 lets the city manager or a designee waive all or part of any of these fees when appropriate, and section 18.02.005 lets the parks and recreation director set nonresident surcharges on classes, special events and sports leagues, subject to the city manager's approval.
