A.No procession or parade containing thirty-five (35) or more persons or twenty (20) or more vehicles, excepting the military forces of the United States, the military forces of this state, the forces of the police and fire departments, and funeral processions shall occupy, march or proceed along any street except in accordance with a permit issued by the Chief of Police. Every such permit or license shall be in writing and shall specify the day and hour of such parade or procession, the place such parade or procession is to occur, the manner of the parade or procession and the duration of such.B.Such permit or license shall be issued:1.When the applicant for such has submitted an application stating the name of the applicant, the time, the place, the manner and duration of the proposed parade or procession; and2.When the application shall have been filed with the city not less than ten (10) days prior to the activity.C.The Chief of Police shall, upon compliance by the applicant with the above, issue such permit unless he does, at that time, determine that the city's interest in maintaining peace and order in the streets greatly outweighs the interest of the applicant.
