020 makes it unlawful to operate, maintain, conduct, advertise, or sell or furnish tickets for an outdoor assembly in the city without first obtaining a license, which is issued only for the approved number of hours or days and cannot be transferred to another person. 429 et seq. Every application, regardless of size, must carry a nonrefundable $100 application fee and disclose the applicant's identity, the type of assembly, the site's address and legal description with proof of ownership or the owner's consent, the dates and hours, the estimated attendance, and anyone with a financial interest over $500 in the event.
040 requires a detailed plan covering security and fire protection, water supply, food supply, sanitation, medical services, parking, vehicle access and traffic control, plus lighting and camping arrangements if attendees will stay overnight, and a plot plan of the site layout. 070 lets the City impose licensing conditions under its police power, including a minimum staffing requirement of one peace officer for every 250 people expected to attend, with the licensee depositing funds for that police protection with the city at least ten days before the event and covering off-duty officers assigned by the Chief of Police.
