Ogden, UT Special Events & Permits: Parade Permits (2026)

Ogden City Code section 6-5-2 makes it unlawful for any person to organize, produce, direct, conduct, manage, institute or carry on a special event, which the code defines to include parades, without a permit issued by the department. A parade is defined in section 6-5-1 as any march, demonstration, procession or motorcade of persons, animals or vehicles on the streets, sidewalks, parks or other public grounds that interferes with or tends to interfere with the normal flow of traffic. Section 6-5-3 requires the application to be filed with the Community and Economic Development Department not less than thirty and not more than two hundred seventy days before a class I special event, or ten to two hundred seventy days for a class II event; the director can waive the minimum filing period if the waiver will not create a public safety hazard.

Section 6-5-8 lists grounds for denial, including incomplete applications, prior unpaid damage to city property, conflicts with another scheduled city event or permit, and events likely to overwhelm available police resources or cause injury. A denied applicant can appeal to the mayor within five days under section 6-5-13. the night before, and fireworks, air soft guns, walking or bicycling on the route, and open flames are all prohibited during the event.
