A bars anyone from organizing, producing, directing, conducting or managing a special event without a permit issued under Chapter 5. Section 6-5-1 defines a Class I special event as an application for an event on city property involving any of a list of characteristics including the provision of food or beverages including alcohol, games, live music, theatrical events or other entertainment, and stationing or erecting any building, stand, tent, canopy, stage, scaffold, platform or fencing. The chapter's SPECIAL EVENT definition specifically lists open air fairs, the temporary use of public property for exhibits, displays, entertainment, games and sales of merchandise, food and beverages not requiring roofed structures, as one of the covered event types alongside circuses, carnivals, concerts and parades.

C must disclose the type of goods, food or beverages to be sold, the name and address of participating vendors, any sound amplification and decibel level, and any banners or signage. Application and processing fees under Title 4, Chapter 6 are due when filed (6-5-4).
