Eagan, MN Special Events & Permits: Park Event Permits (2026)

Eagan City Code § 10.23 governs use of city parks and recreation areas. Subd. 1(E) makes it unlawful to sell goods, solicit business, or run a commercial enterprise in a park unless the person is a registered vendor, or belongs to an organization holding a park facility permit or special event permit, and separately obtains a vendor permit from the city's director of parks and recreation. Subd. 2(A) makes it unlawful for any person, or any privately owned vehicle, to remain in a park between 11:00 p.m. and 5:00 a.m. without a written permit from the city council or the park director; a vehicle left after 11:00 p.m. without that authorization is towed at the owner's expense.

Subd. 6 gives the council, the park and recreation board, or the park director authority to issue additional administrative rules governing park and facility use, and makes violating those rules a violation of the section itself. The park facility permit itself is referenced elsewhere in the Code (Eagan City Code § 7.07, Subd. 3(C)), which exempts events held inside a park building or using a specific park amenity, such as a ball field, civic center, ice arena, or pavilion, from the separate special event permit process precisely because a park facility permit already covers that reservation.
