Flagstaff, AZ Special Events & Permits: Park Event Permits (2026)

Flagstaff City Code § 8-11-001-0006 governs reserving City of Flagstaff park property for organized activities. Under subsection A, anyone who wants to reserve any portion of a park to conduct a special event as defined in Chapter 8-12, or to conduct one at which alcohol is served or consumed, must first obtain a permit from the City's Recreation Section. Beer and wine may be consumed in only two parks, Ponderosa Park and Bushmaster Park, and only under a separate alcohol beverage permit issued by the Recreation Section, the Parks Section, or the Flagstaff Police Department; that permit is valid for one specific date and location, runs only during normal park hours, costs no fee, and is limited to one per person per day, with issuance restricted to applicants 21 or older.

Subsection C exempts a permitted event from the general park hours and closed-area rules of § 8-11-001-0005 for the duration of, and within the area designated for, the event. Permit holders must keep the permit on site during the activity and produce it on request under subsection D. Subsection F separately makes it unlawful for a permittee to knowingly violate any term or condition of an alcohol beverage permit, and subsection E extends that exposure: anyone attending or consuming alcohol under the permit is subject to all applicable federal, state and city law and can be ejected from park property or prosecuted for violations.

Chapter enforcement responsibility under § 8-11-001-0003 rests with the City Manager's designee, identified as the Parks Section, Recreation Section, and Flagstaff Police Department, though that section's class one misdemeanor classification is expressly limited to violations of §§ 8-11-001-0008 through -0010 rather than this permit section.
