Flagstaff, AZ Special Events & Permits: Sidewalk Dining & Cafés (2026)

City Code Section 8-03-002-0003 requires anyone operating a sidewalk cafe in the City of Flagstaff to apply to the Community Development Division with a site drawing showing sidewalk width, doorways, tree wells and other obstructions. Cafes are allowed only where the sidewalk is at least 8 feet wide and ADA compliance can be ensured. A table keyed to sidewalk width sets the minimum clear pedestrian zone: 5 feet 6 inches on sidewalks 8 to 10 feet wide, 6 feet on sidewalks over 10 and under 15 feet, and 8 feet on sidewalks 15 feet or wider.

The Director can allow narrow pinch points of up to two feet where the zone shrinks by six inches, but pinch points must sit at least four feet apart. Every area of operation must be enclosed by a movable barrier detectable by a white cane, using a 6-inch toe rail, close-spaced fencing or landscaping, or an equivalent cane-detectable element. Overhead obstructions controlled by the cafe must clear at least 8 feet above the sidewalk. Permits run through December 31st of the issue year, are personal to the permittee and non-transferable, and furniture must come off the right-of-way within 10 days of the business closing for the season.

Outdoor cooking and smoking inside the permit area are prohibited outright, alcohol service is barred between 2:00 a.m. and 10:00 a.m., and no extra signage is allowed. Section 8-03-002-0002 sets the annual cost formula (roughly $5.00 per square foot, times 9 months, times a 12.5% return rate) and requires $1,000,000 in liability insurance naming the City as additional insured. The Director may deny, suspend or revoke a permit for a Code violation or lapsed insurance, and the Flagstaff Police Department may recommend removal of furniture for safety.
