Lake Elsinore Municipal Code § 17.86.035 sets the standards that govern outdoor dining tied to a sidewalk in the RMU Residential Mixed Use District. Hours are capped at 6:00 a.m. to 11:00 p.m. for both the indoor eating or drinking establishment and any attached sidewalk cafe. A cafe placed in the public right-of-way cannot stand alone: it must be adjacent to and operated in conjunction with a street-level restaurant, coffee shop or bar, and the operator must maintain a clear path of travel so tables, chairs, planters and menu boards do not block pedestrian flow along the sidewalk.

Live or recorded music is barred outdoors unless the operator first obtains a conditional use permit specifically authorizing and controlling that sound, so a cafe that wants a guitarist or a speaker system needs Planning Commission approval beyond the base cafe standards. The outdoor seating area's design, including railings, light fixtures, canopies and furniture, must match the materials and colors of the building it is attached to rather than reading as a separate structure bolted onto the storefront. Because § 17.86.035 sits inside the RMU chapter, it is written for the mixed-use corridor's ground-floor commercial frontages, and § 17.86.090 directs that where this chapter is silent, the City's general nonresidential development standards in Chapter 17.112 LEMC fill the gap, including the encroachment-permit and design-review layers the Community Development Department applies before an outdoor seating area is built into the sidewalk.
