Lake Elsinore, CA Special Events & Permits: Park Event Permits (2026)

LEMC § 5.108.020 requires a special events permit before any assembly, carnival, bazaar, circus, fair, festival, food fair, concert or similar planned occurrence that could draw a large crowd or threaten public peace, health or safety may take place on City property, including a City park, unless the site is otherwise covered by a street permit under § 5.108.060. Section 8.40.030 folds park scheduling into that same permit: City parks and beaches must otherwise close between 10:00 p.m. and 6:00 a.m., but the City Manager can keep a park open past curfew for a special event approved under Chapter 5.108 LEMC, and § 8.40.040 likewise routes any request to serve alcohol or bring motorized vehicles into a park through that same special-event authorization.

Applicants file under § 5.108.070 with a responsible contact's name, date of birth and driver's license number, proof of site ownership or the owner's written consent, the planned dates and hours, and a felony-conviction disclosure for the applicant and any independent contractor running rides or concessions. Section 5.108.080 requires a dimensioned site plan showing rides, games, concessions, fire extinguishers and cooking areas, with at least an eight-foot aisleway between attractions and a 24-foot fire lane within 150 feet of the farthest point of the event.

Section 5.108.090 adds operating conditions once the permit issues, including two 30-gallon metal trash containers and a dumpster per ride or concession, a fire extinguisher at every ride and food booth, and same-day removal of debris after closing.
