Chapter 58's Division 2 governs special event vendors, defined in Sec. 58-51 as anyone selling food at retail for human consumption who keeps a place of business open for temporary periods of less than 30 days or who moves from place to place in a vehicle or conveyance, covering the food stands and roving carts typical of the Louisiana Boardwalk's seasonal markets and neighborhood festivals. Sec. 58-52 requires a license from the mayor or the mayor's designee before doing business, with the application stating the kind of food to be sold and a fee of $100.00; the mayor can revoke the license for repeated violation of any ordinance touching the conduct of the business, the condition of the premises, the items sold, or the license itself.

Sec. 58-53 sets the sanitation floor: vendors may not sell or keep spoiled, tainted or otherwise unfit food, or food adulterated with harmful material, and the sale or storage premises must stay clean and sanitary. Accumulated refuse or waste cannot sit for more than 24 hours, decaying animal or plant material is barred outright, and premises must be kept free of flies, vermin and rodents. Anyone handling the food must keep themselves and their clothing clean, and no one with an infectious or contagious disease may handle, prepare, sell or deliver the food.
