Grand Junction, CO Swimming Pools & Spas: Fencing & Safety Requirements (2026)

Grand Junction adopts its building regulations by reference in GJMC Chapter 15.12, Adoption of International Building Code and Standards, then amends specific sections to fit local conditions. Amendment (n) of GJMC § 15.12.020 deletes IBC Section 3109.1 General in its entirety and replaces it with a single directive: swimming pools, spas, and hot tub barriers must comply with Section 305 of the International Swimming Pool and Spa Code, 2024 Edition, the model provision covering barrier height, self-closing and self-latching gate hardware, and alarm or cover alternatives.

Because the City folds ISPSC Section 305 straight into the Building Code rather than rewriting it locally, anyone building a pool, spa, or hot tub in Grand Junction has to pull the relevant construction permit and pass inspection against that adopted section before the pool can be filled or used. The rule applies citywide to any pool regardless of zone district. A narrower, use-specific barrier rule also exists for commercial campgrounds: GJMC § 21.04.030(d)(6)(vii)(E) requires 'a six-foot fence...around hazardous areas such as swimming pools, utility areas or storage of hazardous materials' at any licensed campground or RV park, layered on top of the ISPSC barrier requirement for the pool itself. Both amendments were adopted through the City Council's home-rule authority under GJMC Chapter 15.08, which governs code administration and enforcement citywide.
