Grand Junction, CO Swimming Pools & Spas: Pool Permits (2026)

The City of Grand Junction's amendments to the International Residential Code make each pool its own permitted structure. GJMC § 15.36.020(d) amends R105.1 so that each separate building, structure, pool, or retaining wall requires a separate permit, and R105.2's exemption list narrowly excuses only temporary, removable prefabricated pools installed for a maximum of 180 days in a given year, alongside sidewalks, driveways, and platforms up to 30 inches above grade, swings and playground equipment, and low decks. Any in-ground pool, or any above-ground pool kept up longer than 180 days, falls outside that exemption and needs a building permit before installation.

The City deleted the IRC's own residential pool chapter, R328, in its entirety, and instead the City's Building Code amendment at GJMC § 15.12.020(n) rewrites IBC Section 3109.1 to require that pool, spa, and hot tub barriers comply with Section 305 of the 2024 International Swimming Pool and Spa Code rather than the code's original barrier language. Pool permit fees are not printed in the Code; GJMC § 15.36.020(f) sets them by City Council resolution and allows an 85 percent refund if the project has not started and no inspections have occurred, with no refund after work begins or more than 180 days after issuance.

Because pools sit within a flood hazard area's regulatory reach as well, GJMC § 21.06.020 can also require a Floodplain Development Permit for a pool built within a mapped special flood hazard zone.
