Woodland, CA Swimming Pools & Spas: Fencing & Safety Requirements (2026)

Woodland Municipal Code § 17.64.030(K), Swimming Pool Fences, states that swimming pools, spas, and other similar water features shall be fenced in compliance with the adopted Building Code, deferring the barrier's design, gate and height details to the Building Code Woodland adopts under Title 15 rather than specifying them in the zoning chapter itself; a fence or wall built to satisfy that barrier is still subject to the general fence permit rule in § 17.64.030(C)(1), meaning any pool enclosure fence over six feet needs a Building Permit.

The related development standards in § 17.64.090, Swimming Pools and Spas, govern where the pool itself can sit: the water-containing portion of a pool or spa must be located on the rear half of the lot as measured from the front property line, at least 10 feet from the street side property line, five feet where the lot has a masonry subdivision perimeter wall, at least five feet from the interior side and rear property lines, and at least five feet from the exterior wall of any dwelling unit.

Filter, heating and maintenance equipment cannot sit in a required street-facing setback, within three feet of an interior side or rear property line, or within 10 feet of a neighboring dwelling's living area unless placed in a soundproof enclosure. Both sections were adopted as part of Ordinance 1722 on June 18, 2024, and updated by Ordinance 1733 in February 2025.
