Chapter 248, adopted August 25, 1981, defines an OUTDOOR WATER POOL at § 248-3 as any pool, tank, depression, or excavation that retains water deeper than 18 inches or with an open surface greater than 100 square feet, exempting outdoor ice-skating surfaces and fully enclosed water storage tanks under § 248-4. 5 feet deep before the chapter's fencing and enclosure rules attach, per the 1989 amendment to § 248-4B. Every other pool needs a construction permit from the Building Department Administrator under § 248-5A, which is conditioned on compliance with Chapter 280, Zoning, and the state fire and building code; § 248-5B sets the fee by City Council schedule.

Section 248-6 ties pool size and placement to the zoning district's accessory-building standards, but excludes the pool's yard area from the lot-coverage calculation. Section 248-7 requires fencing at least two feet from the pool enclosing its perimeter or the yard containing it, built to the state fire and building code, with gates fitted with a self-closing, self-latching device kept locked when the pool is not in use. Sections 248-8 through 248-13 add construction, watertightness, drainage, and circulation standards, including a continuous water supply of 20 gallons per bather per hour and a Director of Public Works permission requirement before discharging pool water to a city storm sewer.
