060 specifically addresses swimming pool barriers. Combined with the statewide Swimming Pool Safety Act (HSC 115920-115929), these standards apply to above-ground pools and spas capable of holding more than 18 inches of water. Under HSC 115922, a new or remodeled pool must include at least two drowning-prevention safety features from the statutory list (isolation enclosure, ASTM F2286 removable mesh fencing, ASTM F1346 safety pool cover, alarms on doors leading to the pool, self-closing/self-latching devices on those doors, ASTM F2208 pool alarms, or other approved means of equivalent protection).

The barrier itself must be at least 60 inches above grade measured on the side facing away from the pool, with a maximum 2-inch gap at grade and openings that will not pass a 4-inch sphere. Pedestrian access gates must open outward away from the pool, be self-closing and self-latching, and be equipped to accommodate a locking device. California's statute and Title 24 do not exempt above-ground pools based on wall height, side-mounted ladders, or removable steps; the barrier and second-feature requirements still apply.
