Burlington, NC Trash & Recycling: Bin Placement Rules (2026)

Section 33-31(3)(a) of the Burlington City Code tells owners and occupants exactly where and when to put solid waste out: containers go "between the curb or traveled portion of the street and the property line closest to the curb," and "solid waste shall not be placed at the curbside more than twenty-four (24) hours preceding the collection day but must be placed no later than 7:00 a.m. on the day fixed for collection." City collection crews are not required to service a cart if parked vehicles, equipment, or low-hanging wires block reasonable access.

Section 33-31(4)(a) sets the matching removal window: emptied containers "shall after the contents thereof are emptied and collected, be removed from such street by 7:00 p.m. and stored on the host premises," with storage required as close to the house or business as reasonably possible. Section 33-31(4)(b) adds a standing weekend restriction on top of the daily window: "No solid waste container or any form of movable carrier shall be placed, kept or left on any street for any purpose whatsoever on Saturday or before dusk on Sunday." A cart left on the street outside these windows is treated as a public health hazard under Section 33-31(4)(c) and reported to the county environmental health division for its own regulatory follow-up, separate from the city's own civil penalty track.
