Section 33-21 of the Burlington City Code places "the collection, removal and disposition of all solid waste from within the city" under "the jurisdiction and enforcement of the director of public works and his authorized agents," and lets the city manager issue supplemental rules to protect public health in how garbage, ashes, and other refuse are disposed of. Section 33-29 then hands day-to-day scheduling to a subordinate office: "The sanitation superintendent shall establish collection routes and schedules and may alter these routes and schedules from time to time." The same section makes weekly service mandatory rather than optional for the resident: "No owner or occupant of any premise shall prohibit or prevent weekly solid waste collection."
