Section 33-32(b) sets two triggers for mandatory dumpster service. First, any complex with more than four attached business units must provide a stationary refuse container for the group, regardless of individual volume. Second, any single business unit that accumulates more than two 100-gallon automated containers, 200 gallons, worth of refuse between collections has to switch to a stationary container. Beyond those bright lines, the sanitation superintendent can designate a business as a high volume refuse generator whenever the superintendent judges it could be served more effectively by a containerized system commonly called a dumpster.

Once that determination is made, the superintendent notifies the business in writing, specifying the number, size, and location of containers required, and every container has to be approved as to design and operation before use. The business then has 30 days to comply with the notice or the city can terminate its refuse collection outright. Critically, a dumpster ordered under this section is serviced solely by the high-volume generator's own hauler, not city sanitation crews. A business notified to provide containers can appeal: file written notice with the city manager within 15 days of the superintendent's notice, laying out any hardship or special condition.

An unresolved appeal goes next to the city council, whose decision is final, though either side can later petition for a rehearing if conditions change. The same escalation path applies to multifamily and mobile-home developments ordered to containerize under section 33-32(a).
