Section 33-24(a) of the Burlington City Code makes it "unlawful for any person to put, place, deposit, or throw any trash, litter, house sweepings, paper, paper cups, garbage, shavings or other rubbish upon any sidewalk or in any public street, public alley or other public place in the city," except into receptacles the city council prescribes, and separately bars sweeping refuse into any street, sidewalk, or catch basin. The same subsection makes each day the forbidden material stays in place "constitute a separate offense," so a single dumping incident that goes uncleaned racks up multiple violations rather than one flat charge.

Section 33-24(c) extends the ban onto private land: "No person shall throw or deposit litter on any occupied private property within the city, whether owned by such person or not," with an exception for the property owner's own authorized collection receptacles. Section 33-24(b) separately targets vehicles that track or spill loads onto city streets, citing G.S. § 14-399 (state littering law) and G.S. § 20-116 (vehicle load limits) as the state-law backdrop. Section 33-71, the chapter's general violations section, sets the penalty at a $50 civil fine payable to the city tax collector within ten days, with a $25 late-payment surcharge if unpaid, and treats continued or repeated violations as separate, successive offenses, each day of a continuing violation counted on its own.
