" That points households and commercial units to the county solid waste management system's household and commercial collection rules and regulations, adopted by reference under section 54-46 (Ordinance No. O-14-34, attached as Exhibit A), which the solid waste director prepares and the solid waste management committee and quorum court approve under section 54-33. The 2011 fee schedule adopted under section 54-49 shows what the cart system is built around: Class 1 household waste goes in the cart at no extra charge as part of the monthly service, while items like large metal items and appliances get picked up separately at no charge for unmixed loads, and recyclables such as metal, batteries, tires, aluminum and steel cans, newspaper, cardboard, plastics #1 and #2, and electronics are handled through separate recycling arrangements rather than the general disposal cart.

Section 54-41 protects the county's cart hardware once it is issued: it is unlawful for any unauthorized person to move, deface, destroy, burn, or otherwise tamper with a disposal cart or its contents, or with any other county-provided collection equipment. Both provisions come from Ordinance No. O-96-36, adopted December 9, 1996, the same ordinance that created the county's contracted collection system in the surrounding sections.
