Garland County, AR Trash & Recycling: Recycling Requirements (2026)

The county's 2011 solid waste and recycling fee schedule, adopted by reference in Garland County Code § 54-49, sets the terms for curbside and drop-off recycling in the unincorporated area. Exhibit A states plainly that servicing of each recyclable item is subject to scheduling, space, manageability and economics, meaning the county can decline or delay pickup of a given material if those constraints are not met. The item list requires sorting by the customer on unmixed loads: metal, aluminum cans, steel cans, newspaper, corrugated cardboard and brown wood paper, plastic numbered #1 and #2, scrap iron and steel, and white office paper are all serviced at no charge, whether the resident sets material out at the curb (labeled '7N & 70W TS' in the schedule) or drops it at the landfill or transfer station.

Whole electronic units are also accepted at no charge, but only as whole units, not disassembled parts. 50 charge per tire that still has its rim attached. Waste automotive oil and automotive and Ni-Cd batteries round out the no-charge list. The schedule is adopted under the county's general solid waste rulemaking authority in §§ 54-33 and 54-46, which lets the solid waste director set collection rules approved by the solid waste management committee and the quorum court, with a public copy kept at the county judge's and county clerk's offices.
