Rather than running its own trucks, section 54-34 authorizes the county judge to negotiate a contract with an independent waste management company, referred to in the article as the "contractor," to handle refuse collection countywide; any such contract needs quorum court approval before the county judge signs it. Section 54-35 backs that arrangement up by making it unlawful for any other person, firm or company to collect and remove refuse commercially from residential or commercial units for a fee unless the quorum court has approved them.

Section 54-38 restricts use of the county's disposal carts to county residents, making it unlawful for a non-resident, as defined in the solid waste rules and regulations, to place waste into a county cart. Section 54-36 ties participation to the service area: every residential and commercial unit in the county outside city limits must participate in the contracted collection service, with a carve-out for residents of the Town of Fountain Lake and the incorporated City of Lonsdale, who may participate under a separate interlocal agreement, while residents of Hot Springs Village and other incorporated areas may not refuse the county's collection service.

Billing follows in section 54-42: the county bills each unit monthly, with multifamily units billed separately per dwelling, and payment is owed regardless of whether the resident actually uses the pickup. 00 for house-to-house collection, effective January 1, 2006. Unpaid bills more than 90 days delinquent by November 1 get added to the resident's personal property tax bill under section 54-43.
