Section 2-16-254, 'Precollection Practices, Generally,' inside the Clean Community Ordinance's collection division (Chapter 2-16, Article VII, Division 3), tells residents exactly how and when to stage refuse for pickup. Subsection (b), 'Standard Refuse Collection,' requires all refuse to sit in containers with tight-fitting lids, limits tree and shrubbery trimmings not suited to bagging to secured bundles no larger than 36 by 24 by 24 inches, and caps every container, bag or bundle at 40 pounds. on collection day itself, and the resident must pull the empty container back off the curb within 12 hours of collection, so a cart cannot sit at the curb after the truck has been through.
