Section 5-2A.07 states: 'It is the duty of every owner of any premises in the City who is provided or whose tenants are provided a receptacle by the collector in accordance with Section 5-2.06 to place the receptacle(s) on the curb immediately in front of the premises on the regularly scheduled collection days established by the City or the collector for the collection of solid waste.' The only built-in exception is a written alternative-collection agreement between the owner or tenant and the collector that relieves them of curbside set-out.

The same section directs the collector to study whether curbside service is feasible neighborhood by neighborhood and to expand recycling and green-waste collection where it can, then report the results back to the City. It also carries an accommodation clause: 'The collector shall make appropriate alternative collection arrangements with physically challenged owners or physically challenged tenants,' so any handicapped person, senior citizen, or resident who cannot reasonably comply because of a physical ailment can negotiate a different pickup arrangement on request rather than hauling a cart to the curb themselves. Sec. 5-2.06, cross-referenced here, separately requires that receptacles be kept in sanitary condition and never left within the limits of a street or public place between collection days, so carts can't simply sit at the curb full-time.
