Under Jax Ord. Code Ch. 380, trash and recycling bins must be placed at the curb for collection and returned to storage after pickup. Bins should not obstruct sidewalks, driveways, or public rights-of-way. Placement must occur within the collection window (no earlier than 5:00 PM the day before, no later than 6:00 AM on collection day). Bins left at the curb outside collection periods are subject to property maintenance enforcement under Ch. 518.
Jacksonville's bin placement rules specify how and where trash and recycling containers must be positioned for collection and stored at other times. On collection day, bins must be placed at the curb by the designated time (typically 6 AM) with lids closed and handles facing the street. Bins must be spaced at least 3 feet apart and 3 feet from mailboxes, utility poles, parked cars, and other obstacles. After collection, bins must be retrieved and stored out of public view (behind the front building line, in a garage, or in a screened enclosure) by the specified time (typically 10 PM). Overflowing bins with loose trash, bags placed beside bins, and contaminated recycling create additional violations. Cart placement in alleys follows separate guidelines.
Bins stored in public view: warning, then $50–$100 fine. Bins placed too early or retrieved too late: $25–$75 fine. Contaminated recycling: warning, then service refusal.
