Sec. 401 requires the City's residential waste contractor to provide solid waste collection service to every residential premises within its service area that standard collection vehicles can reach; where no contractor covers an area, the City provides the service directly within the First Urban Services District and other unassigned areas. Sec. 405(a) sets the minimum frequency: garbage and rubbish must be collected at the curb at least once a week, trash other than yard trash at least once a week, and yard trash at least once a week, three separate weekly pickup obligations.

Sec. , with exceptions only to meet holiday or emergency demands as directed by the Department. Waste has to go out in compliant receptacles: Sec. 406(a) caps garbage and rubbish containers at 40 pounds total weight and requires either a rigid 12-quart-to-30-gallon container that's watertight with a tight-fitting lid, a wet-strength Kraft paper bag up to four cubic feet, or a plastic bag meeting the Department's size and sealing specifications. A container that doesn't meet those standards gets marked by the contractor under Sec. 407, and if the owner doesn't pull it from service after written notice, the contractor can remove and destroy it.

Commercial and multifamily customers above ten units, or generating more than five garbage receptacles per pickup, fall outside this residential standard and negotiate service separately with the contractor under Sec. 402.
