Osceola County collects carts at the curbside—within 3 feet of the curb, or within 6 feet of the pavement or public right-of-way where there is no curb. Carts go out no earlier than 6:00 p.m. the night before and must be removed within 12 hours after pickup.
Chapter 19 defines curbside as, in order of priority, within 3 feet of the curb of the abutting road, or (no curb) within 6 feet of the paved surface, or within 6 feet of the closest accessible public right-of-way, in a spot reachable by collection vehicles. Carts must be set out no earlier than 6:00 p.m. the day before the scheduled collection day and be out by 6:00 a.m. on collection day, then removed from the roadside within 12 hours. Side-door collection (a location within 100 feet of the curb) is available to handicapped persons and, for a surcharge, on request. Placement must not block fire and emergency vehicle access.
Improper placement or leaving carts out beyond 12 hours is a $25 administrative fine per occurrence under Section 19-9(f).
