Refuse shall be placed out for collection no earlier than 3:00 p.m. of the day preceding the collection day and not later than 6:00 a.m. of the scheduled collection day. Containers shall be stored as set forth in section 25-29 by 8:00 a.m. of the day following the day of collection.(c)Warning notice for first violation. For the first violation at each property location, a warning notice shall be either:(1)Posted at the address of the violation; or(2)Sent to the address of the violation, and in addition, either:a.A letter and notice shall be mailed to owner of record; orb.A notice shall be emailed to the owner or property maintenance contact if the property is registered with the city as a rental property. Said notice shall advise the owner/occupant of said violation and inform the owner/occupant of the penalties under subsection (d) of this section for continued violation. For the purposes of this section, a property shall include all units of a multifamily dwelling unit, unless the containers used at the dwelling unit are clearly marked on the front of the container, in no less than four inches tall, unit numbers or letters as to allow city staff to identify the particular unit in violation.
