Any person desiring a daily parking permit for the purpose of parking a vehicle or placing a dumpster on a street, alley, the city downtown mall or city parking lots shall apply for the same to the traffic engineer of the city. In no event shall a permit be issued to block a traffic lane of a street without first having obtained permission of the city council.(b)The fee for a daily parking permit, which shall be one designated vehicle parking space, shall be payable upon issuance of the permit, and shall be as established by the city.
