What Sammamish DOES regulate by code is the storage of containers on the property between collections: SMC 16.25.225 requires garbage to be kept in an 'approved leakproof, covered, outside garbage container' and rubbish in 'approved covered containers,' and requires exterior property to be 'free from any accumulation of rubbish or garbage.' SMC 16.25.225(3)(c) also requires the recycling/solid-waste storage space mandated by WAC 51-50-009 to be maintained and accessible to occupants and haulers. So while curbside set-out logistics are the hauler's domain, leaving overflowing or uncovered containers, or accumulating garbage on the property, is an enforceable property maintenance violation.
Sammamish imposes no city fine for cart placement or set-out timing — those follow hauler guidelines. However, storing garbage in non-approved or uncovered containers, or letting rubbish and garbage accumulate on the property, violates SMC 16.25.225 and is a public nuisance under SMC 23.30.010, enforceable under Title 23 with civil penalties of $250–$1,000 per day.
