The 'other than curbside' definition bars containers from the sidewalk surface and the area between the sidewalk and the paved street. The only exception is a hauler-designated placement area that does not encroach into the right-of-way and remains reasonably accessible to a licensed commercial garbage hauler. Code Enforcement actively enforces this provision. The rule applies to residential garbage, recycling, and yard waste carts. Mandatory recycling is required citywide under Ch. 57.
