Sioux Falls enforces a 'no curbside storage' rule: garbage, recycling, and yard waste containers must be stored in an inconspicuous place either behind or beside the structure at all times — including on collection day. The original 2014 ordinance established a $100 fine for leaving carts at the curb. Carts may not be visible from the public right-of-way except during the short window when the hauler is actively collecting them, and (in some hauler arrangements) carts must be returned to behind/beside the structure the same day. This rule is unusually strict for a Midwestern city and is actively enforced by Code Enforcement.
Chapter 57 requires that garbage, recycling, and yard waste containers be stored in an inconspicuous location behind or beside the principal structure on the lot. Containers may NOT be stored at the curb, in front of the structure, or in the street-facing portion of a driveway. On collection day, haulers using valet-style service retrieve containers from the storage location and return them; haulers using curbside service may allow short set-out windows. Earlier section numbers §57.026 and §57.027 (placement on collection day) have been repealed and the rule consolidated into Chapter 57's general storage requirement. Multifamily and townhome configurations get the same rule, generally applied through the property manager.
The original 2014 ordinance set a $100 fine for curbside storage; current enforcement is via Code Enforcement notice and progressive municipal-fine schedule under Title 1 general penalties. Repeat violations or refusal to comply may escalate to a code-enforcement court citation.
