Chapter 57 makes single-stream recycling MANDATORY for every Sioux Falls resident and business, including apartments. Every licensed garbage hauler must provide single-stream recycling collection at least twice per month for residential customers. Paper, cardboard, plastic containers, and metal containers are BANNED from the Sioux Falls landfill. Haulers who arrive at the landfill with loads containing visible required recyclables can have the entire load refused and be charged the cost of inspection. Haulers, in turn, are prohibited from picking up curbside garbage with visible recyclables and must leave a note explaining the rejection. This is one of the strictest urban recycling mandates in the Plains states.
Under Chapter 57, the city's mandatory-recycling program operates through three enforcement points: (1) Hauler duties β every licensed hauler must offer and provide twice-monthly single-stream recycling collection to residential customers and adequate recycling service to commercial customers; (2) Landfill ban β paper, cardboard, plastic bottles/jugs/tubs, and aluminum/steel cans are prohibited disposal items; loads containing them may be refused; (3) Customer duties β generators must separate recyclables and place them in the recycling container. The same rule applies to apartment buildings: property owners must provide adequate recycling capacity for all units. Cardboard from move-ins/move-outs may not be deposited as garbage. Glass is currently NOT in the curbside single-stream program β residents drop glass at designated drop sites (e.g., Millennium Recycling). The program was strengthened in 2017 ('The Recycling Law').
Haulers face landfill load refusal, inspection-cost charges, and ultimately license revocation under Β§57.105 for repeated noncompliance. Residents who repeatedly contaminate landfill-bound loads risk service interruption from their hauler. Apartment owners who fail to provide recycling capacity face Code Enforcement action under Chapter 57.
