Sioux Falls Code of Ordinances Chapter 57 (Garbage and Recycling) requires every dwelling unit and occupied building in the city to contract with a city-licensed commercial garbage hauler. Licensed haulers must collect garbage at least once each week and required recyclables at least twice each month. The city itself does not run residential collection — service is provided by private licensed haulers (Novak, A-OK, WM, Republic, Millennium, etc.). Set-out times are set by each hauler; carts must typically be ready by 6:00 a.m. on the scheduled service day.
Under Sioux Falls Code §57.020 (Commercial Garbage Service Required), every dwelling and occupied building must subscribe to a licensed hauler — there is no opt-out. Haulers are licensed through the city's Business Permits and Licensing office (Hauler License program). Each hauler sets its own collection day for a given route; the city does not publish a unified collection calendar. Construction and demolition debris generated by non-occupant contractors must be collected by separately licensed C&D haulers. Apartment owners are responsible for ensuring multifamily properties have hauler service and recycling collection. Holiday delays roll service one day forward in most hauler schedules.
Failure to maintain hauler service is a municipal code violation enforceable through Code Enforcement and the city license process. Haulers must leave containers with notice if loads contain prohibited recyclables. Operating an unlicensed hauling business in the city carries license-revocation exposure under §57.105.
